What’s happening in Washington today doesn’t reflect who we are, and it’s not what we need. Now more than ever, people across the political spectrum want our elected representatives to represent ALL of us, not the billionaires and elites whose influence captures politicians of both parties.Fred Clark believes that, especially in places like northern Wisconsin, we have the makings of a new rural majority.&nbsp;That’s a majority not based on old right wing and left wing politics, but a majority made up of real people who live and work in our communities. Fred Clark will become part of a new majority of leaders in Congress who will stand up, represent their communities, and do the work we expect from our elected representatives.

Wisconsin-based Priorities

"The accumulation of all powers, legislative, executive and judiciary, in the same hands, whether of one, a few, or many, and whether hereditary, self-appointed, or elective, may justly be pronounced the very definition of tyranny." –&nbsp; James Madison, Jan 30, 1788.&nbsp;&nbsp;The United States Constitution has been a blueprint for democracy for America and for the World. But no constitution can guarantee the vision of its founders unless leaders do their part to uphold it. Today the guarantees of our constitution for Americans are at risk.&nbsp;In 2025 the Trump Administration has consistently violated the clear language of court orders, engaged in an unprecedented pattern of contempt of courts, verbally attacked judges, and fired agency Inspectors General and other officials who have simply tried to do their job consistent with their oath to the Constitution. Trump officials have used the power of government to threaten and silence voices of dissent, clear violations of the First Amendment. &nbsp;And the Republican majority in Congress has, time after time, refused to use the power given to them in our Constitution to check that abuse of power.We don’t take oaths to kings, and that is not our America.&nbsp;&nbsp;In Congress I will support:<ul><li>Immediately curbing the abuse of emergency powers claimed by the President to enact tariffs due to a supposed trade emergency, or to violate environmental laws such as the Clean Water Act in order to greenlight mineral or fossil fuel projects due to a supposed energy emergency, or claiming emergency powers to suspend Congressionally authorized programs.&nbsp;</li></ul><ul><li>Legislation to reform the National Emergencies Act (NEA) to clarify and tighten Congressional authority of Presidential actions and prevent such abuses in the future.&nbsp;</li></ul><ul><li>Calling for the resignation, and if necessary investigation and impeachment of agency directors and cabinet officials who violate the Constitution, violate federal law, and who display gross incompetence and reckless behavior.&nbsp;&nbsp;</li></ul><ul><li>Legislation to further clarify and reinforce the role of Congress as a co-equal branch of government, and create meaningful penalties and consequences for the administration’s failure to adhere to court orders. &nbsp; &nbsp;</li></ul>

Our Constitution and the Rule of Law

As a candidate and as a former legislator I have firmly supported women’s freedom to make choices about reproductive care with their doctors, and I have consistently supported funding and access to a full range of reproductive health care for women of all ages including contraception.Access to health care is one of the best determinants of long term health and lower long-term health care expenses.&nbsp; However, far too many women today lack access to adequate reproductive health care, and even the basic health care they need.&nbsp;&nbsp;&nbsp;&nbsp;Maternal mortality and related complications and infant mortality in the U.S. are far higher (&gt;23%) than those in similarly large and developed countries. At least 10% of women under the age of 65 are uninsured, and many millions more are underinsured or otherwise lack access to comprehensive health care.&nbsp;Access to health care is an even greater challenge for women in low-income households, for women in rural areas like much of northern Wisconsin, for women of color including Native American women, and in states like Wisconsin that have placed burdens on reproductive care and that have failed to invest adequately in health care access and services.&nbsp;&nbsp;The U.S. Supreme Court’s decision in 2022 striking down Roe v. Wade has created even greater disparities for women’s reproductive health and has created a patchwork of conflicting state laws that limit or criminalize access to abortion even in instances where mothers' lives are at risk, and that limit access to other forms of reproductive health.&nbsp; This has to change. Recent actions by the FDA and state courts to ban or limit use of mifepristone will further limit access to one of the safest and most effective means of early stage abortion.&nbsp;Health outcomes for women are continuing to get worse under the Trump Administration. The massive cuts to Medicaid funding in 2027 are likely to dramatically limit access to health care and maternal care for low income women, and further worsen health care outcomes for women of all ages.&nbsp;The impacts of Medicaid cuts will affect northern Wisconsin especially hard as our region already suffers from sparsity of health care providers and because a higher proportion of northern Wisconsin residents currently rely on Medicaid for basic care.&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;In Congress I will support:<ul><li>Passage of the Women’s Health Protection Act, creating a new legal protection for the right to provide and access abortion, free from medically unnecessary restrictions and bans.</li></ul><ul><li>Codifying a right to sell and distribute mifepristone and other abortion medications in interstate commerce.&nbsp;</li></ul><ul><li>Ensuring access and adequate funding for preventative health, maternal care, pre-natal and post-natal care, for women of all ages and incomes.&nbsp;&nbsp;</li></ul><ul><li>Requiring states receiving federal funds to guarantee to provide medically indicated care to all women before, during, and after pregnancy.&nbsp;&nbsp;</li></ul><ul><li>Immediately restoring funding for Affordable Care Act Tax Credits</li></ul><ul><li>Immediately restoring funding for Medicaid to ensure women in need of financial assistance retain access to basic care.&nbsp;&nbsp;</li></ul><ul><li>Expanding Medicare services to cover more of women’s unique health care needs</li></ul><ul><li>Establishing a viable and comprehensive public option for health care available for reasonable cost to all Americans.&nbsp;</li></ul>

Supporting Women’s Rights and Women’s Health 

In the last 50 years the costs of housing, healthcare, childcare, transportation, and higher education have all risen much faster than wages. Saving for college, a vacation, or a dignified retirement can seem out of reach. Meanwhile, billionaires and the super wealthy are doing better than ever. Something has to change. &nbsp;&nbsp;Republicans and Democrats in Congress both share responsibility for 50 years of affordability failure. While Republicans have focused on tax cuts and Democrats have supported traditional safety net programs like Medicare, Medicaid, and SNAP, both parties have allowed corporate America to reward shareholders with ever-increasing profits, paid for by working people.&nbsp;&nbsp;It’s time for Congress to reject the old corporate agenda and assure that working people can live a good life and support their families.In Congress I will support:<ul><li>Restoring an expanded, refundable Child Tax Credit for families with children and incomes under $150,000.</li></ul><ul><li>Increasing federal investment in child care subsidies to make childcare more affordable.&nbsp;</li></ul><ul><li>Strengthening and expanding the National Housing Trust Fund to provide resources for affordable housing.&nbsp;</li></ul><ul><li>Creating incentives for builders to increase the supply of affordable housing.&nbsp;&nbsp;</li></ul><ul><li>Restoring an antitrust agenda at the Federal Trade Commission and the Department of Justice to prevent growth of corporate monopolies that stifle price competition.&nbsp;</li></ul><ul><li>Restoring the independence of the Consumer Financial Protection Bureau to enforce standards on predatory business behavior.&nbsp;&nbsp;&nbsp;&nbsp;</li></ul><ul><li>Assure that affordable health care is available for everyone (see Health Care).&nbsp;</li></ul><ul><li>Reforming our student loan programs to cap interest rates, achieve better educational outcomes, reduce borrower defaults, and save taxpayer dollars.</li></ul>

In Northern Wisconsin, many working families just can’t keep up.In the last 50 years the costs of housing, healthcare, childcare, transportation, and college or post-high school education have all risen dramatically faster than wages. The fact is that Republicans and Democrats in Congress both share responsibility for 50 years of affordability failure.

A Real Affordability Agenda 

Artificial intelligence and the technology that drives it has tremendous potential to remake and improve our society and our lives. We can only realize those benefits however by taking a strong public oversight of this technology and how it is built out.The huge footprint of hyper-scale data centers and their demand for electricity and water for cooling can affect neighboring property owners as well as energy rate payers.&nbsp;&nbsp;Alphabet, Meta, Microsoft, and Amazon collectively estimate their capital expenditures into AI will reach $700-800 billion in 2026. Data center build out today is proceeding like an arms race, with speed and too often with secrecy, often making it impossible for residents in smaller communities to have their voices heard when new data centers are proposed. Much of the hyper-scale data center build out is highly-leveraged by debt, however there is no certainty that all of these investments will prove profitable.&nbsp;Unlike in previous eras, a financial bust in the tech sector today would mean huge costs and impacts to communities where data centers are constructed, including the risk that data centers constructed today could soon be sitting empty.&nbsp;&nbsp;&nbsp;Private developments occurring at this scale, speed, and potential impact require strong, well-informed public oversight. Federal and State lawmakers need to get ahead of the data center buildout boom before more data centers are approved.&nbsp;&nbsp;In Congress I will support:<ul><li>Allowing states to regulate data centers similar to utilities through Public Service &nbsp; Commissions that evaluate and permit proposed developments.&nbsp;&nbsp;&nbsp;</li><li>Ensuring that data center developments do not result in utility rate hikes so other energy consumers are not forced to subsidize data center energy costs.</li><li>Requiring data centers cover 100% of the costs of grid upgrades and heavily incentivize use of renewable energy with community benefits to prevent data center developments powered primarily by fossil fuels.&nbsp;&nbsp;&nbsp;&nbsp;</li><li>Subjecting data centers to environmental assessments that consider water usage in light of groundwater availability to ensure there is no detrimental impact to water sources for local communities.&nbsp;&nbsp;</li><li>Holding data center developers accountable for the impact of their developments and possible financial losses through binding community benefit agreements.&nbsp;&nbsp;</li><li>Requiring data center developers to contribute substantial ongoing payments to community benefit funds, and close the loopholes that let data centers dodge property taxes.&nbsp;&nbsp;</li></ul>

Putting the Reins on Data Centers

Artificial Intelligence (AI) and the technology that drives it has tremendous potential to remake and improve many aspects of our society and our lives. But without adequate guardrails, AI also creates huge new risks for all of us.&nbsp; We can only capture the opportunities and benefits of AI with effective government oversight and that needs to happen now.<ul><li>AI is a powerful tool for productivity, however use of AI is already causing job losses in the information and tech sectors and the scale of those losses are expected to accelerate in the next few years, possibly dramatically.&nbsp;&nbsp;&nbsp;</li><li>Unrestrained use of AI opens the door to risks for misinformation that would be disruptive to our elections and politics, that would allow for new forms of fraud and theft, and that could corrupt almost any form of digital communications.&nbsp;&nbsp;&nbsp;</li><li>Unregulated access to AI re-wires the brains of users, which can be especially damaging for young people still developing communication and reasoning skills.&nbsp;&nbsp;&nbsp;</li></ul>The AI tech billionaires who attend Met Galas and are funding the White House Ballroom are the same people fighting to keep Congress from putting any meaningful oversight of their business.Congress needs to lead today to make sure the innovations spurred by AI don’t simply roll over families, workers, and our democracy.&nbsp;In Congress I will support:&nbsp;<ul><li>Passing a National Data Privacy law with clear data ownership standards and prevent AI companies from selling personal data.&nbsp;&nbsp;</li><li>Promoting and requiring use of open source data standards that positively identify when any written, visual, or audio content is AI generated.&nbsp;&nbsp;</li><li>Protecting kids and students by requiring age verification, parental consent, controls on AI in classrooms, and stiff penalties and enforcement for AI used in child pornography.&nbsp;</li><li>Requiring independent safety testing and mandatory cyber-security for powerful AI models, and creating restrictions on AI model use and mandatory reporting for cybersecurity incidents.&nbsp;&nbsp;</li><li>Establishing a federal agency dedicated to AI monitoring and regulation and ensuring AI expertise and capacity becomes established throughout the federal government.&nbsp;</li><li>Establishing comprehensive limits on uses of AI that impact personal opportunities such as final hiring decisions, mortgage approvals, medical insurance approvals, rental applications, probation and parole decisions, court rulings, and other decisions by public agencies.&nbsp;&nbsp;</li><li>Allow states to develop more specific guidance on use of AI.&nbsp;&nbsp;</li></ul>

Making Artificial Intelligence Work For Us

America is a nation of immigrants and throughout our history immigrants have added important benefits to our economy and to our culture. There is no question we need a secure border, and we need to actively prosecute and deport criminals. We also need to guarantee the rights of law-abiding people who are in this country legally, and we need a rational policy for guest workers that allows the legal immigration needed to fill the demand generated by American farms and businesses.&nbsp;As a result of the Trump Administration’s anti-immigrant agenda, the Immigration and Customs Enforcement Agency (ICE) will triple in size and is building a detention system larger than the U.S. Bureau of Prisons. The White House quota-driven deportation program has resulted in large numbers of legal immigrants, legal visa holders, and even American citizens, being seized in public without warrants by people in masks without uniforms, who are being detained or deported while being denied any of the due process guaranteed by our Constitution. These unconstitutional actions are not making America safer, they are terrorizing citizens and non-citizens in every community in America.&nbsp;In Congress I will support:<ul><li>Requiring federal law enforcement officers to wear their uniforms and show their faces.&nbsp;</li></ul><ul><li>Focusing immigration enforcement on keeping violent criminals off of our streets, not harassing legal immigrants while executing mass, quota-driven deportations.&nbsp;</li></ul><ul><li>Securing the border with better technology, ensuring safe and humane treatment for every person apprehended at the border, and investing in modernized ports of entry.&nbsp;</li></ul><ul><li>Reforming our guest worker programs so that farms, manufacturers, and service businesses can complement their labor force with legal immigrant workers.&nbsp;</li></ul><ul><li>Reforming the asylum process so that immigrants with legitimate fear for their lives or their families can enter America legally and have their case heard. We need to hire more judges and officers to clear the asylum backlog, and ensure that legitimate asylum claims are heard and honored.&nbsp;</li></ul>We need a smarter immigration policy that keeps our border secure and addresses criminal and drug-related activity, while&nbsp;allowing safe entry and humane treatment for legal immigrants to help meet the demands of American businesses and allow for a prosperous cross-border economy.

Small businesses, tourism, recreation, and natural resources are the backbone of Northern Wisconsin’s economy. But the Trump administration has delivered a one-two economic punch to northern Wisconsin residents. First were the tax cuts for billionaires that will add $3.4 Trillion to our national debt, all paid for by slashing health care and other crucial programs. They're making life far more expensive for the people who can least afford it.&nbsp;Now we're facing an ever-changing tariff war that is raising costs for manufacturers and importers, badly hurting farmers who depend on overseas markets, and raising prices for food, clothing, and essentials for all of us. And with their votes and their refusal to assert their Constitutional duty, Republicans in Congress have supported all of it.&nbsp;Business owners can’t make crucial new investments when the government is changing the rules and the financial playing field on a daily basis, and they can’t thrive when residents can no longer afford their products and services.&nbsp;&nbsp;In Congress I will Support:<ul><li>Restoring economic stability by ending the senseless tariff wars, restoring trading partnerships with our allies, and developing a fair trade policy that encourages and promotes more jobs to stay in Wisconsin.&nbsp;</li></ul><ul><li>Long-overdue tax reform that claws back 40 years of tax giveaways to the wealthiest Americans and our most profitable corporations. The farms and forests of Northern Wisconsin are the backbone for our economy and our way of life. But Congress has allowed too much influence for special interests to siphon off the resources that could be going to support small and medium sized-farms and family forest owners.&nbsp;&nbsp;And they stood by while Elon Musk took a chainsaw to the agencies who care for our public lands and who help our farmers and forest owners - firing the very people who support Northern Wisconsin.&nbsp;&nbsp;And now the Trump tariff war is destroying markets for farm products that have taken farmers decades to build. &nbsp;The number of family farms and dairy farms in Wisconsin continues to shrink as smaller farms are no longer able to survive prices consistently below their costs.Whether it's dairy, beef, corn, or soybeans, far too many farm producers are losing money year after year because prices paid by milk processors, meat packers, or at grain elevators are simply too low to cover the cost of production. Farmers are being exploited by a corporate agribusiness sector that continues to consolidate and monopolize, controlling prices and squeezing more and more producers out of business.Piling on to an already tough environment, the Trump administration’s tariff war has caused trading partners around the world to look elsewhere to purchase American goods and products. China, which prior to last year normally purchased half of America's soybeans, dramatically cut back it's soybean purchases, creating a crisis for farmers and the entire agricultural supply chain at harvest time. Wisconsin farmers have paid millions of dollars over decades into checkoff programs to build international markets for farm crops, only to have those investments wiped out by tariffs applied with no logic or foresight.&nbsp;Meanwhile, our forest products sector in Wisconsin continues to struggle, which affects jobs and our forests and their owners. Wisconsin badly needs new investments in research and development to find new uses for our wood products and help attract new forest product manufacturers.&nbsp;Today more than ever, our farmers and forest owners need opportunities to adapt to changing times and develop new sources of revenue.&nbsp;In Congress I Will Support&nbsp;<ul><li>Strengthening anti-monopoly protections in federal law and increasing enforcement of existing anti-monopoly rules to prevent the monopoly pricing power that squeezes farmers at harvest time.</li><li>Restoring Congressional control over tariff policy and undoing the damage done to farm product markets with our best farm trading partners.</li><li>Requiring Country of Origin labeling for meat and meat products sold in the U.S. </li><li>Passing a Farm Bill that balances farm and forest productivity with conservation and restores and strengthens our Supplemental Nutrition Assistance Program.&nbsp;</li><li>Providing meaningful incentives for farmers who chose to develop renewable energy projects on their land to supplement farm income.&nbsp;&nbsp;</li><li>Rebuild and re-invest in the US Forest Service, National Park Service, and other public lands that provide multiple benefits to Wisconsin residents.&nbsp;</li><li>Continuing our investments in farm product and forest product research and development.&nbsp;&nbsp;</li></ul>

The farms and forests of Northern Wisconsin are the backbone for our economy and our way of life. Today more than ever, our farmers and forest owners need opportunities to adapt to changing times and develop new sources of revenue.
